I don't believe there is a state law on smoke detectors, but in my locale we are supposed to supply smoke detectors in each bedroom, and a fire extinguisher. It is the tenants job however to keep the batteries fresh and the detectors working.
Rental insurance is to be paid by the renter. It's not mandatory, though it can be made so in your lease. It's like $120 a year, its nothing. Do it. Your landlord has no obligation to replace any of your stuff!
