The driver closest to the street has the right-of-way. In this case, the Northbound car has it. If both streets are four lane highways, the Northbound vehicle would take the lane closest to him and the Southbound would ideally take the one nearest him. The problem with this is, sometimes the other driver does not know to do this and you can get the "Number One" finger by someone who thinks they own both lanes. Or worst, be involved in a fender bender. Always be careful when assuming other drivers know the rules of the road. Hope this helps.
