Situation escalating quickly with horrible neighbors - HOW can I reach the owner?

About a month ago, some horrible neighbors moved in next to us with 3 pit bulls...a lady and a guy. Their first night there, their dogs tied out in the yard barked all night. The next morning, one of them viciously attacked a neighbor's dog (she happened to be walking by) because the idiot lady let it out of the car with no control on it. $1,700 vet bill. That went to animal control court today. They were fined $150 and put on probation. My mother was a witness in that, but they were simply present and didn't get to speak, as the vet bill has to also go to civil court and this was just animal control court.

Earlier tonight, the guy neighbor was sitting outside at a patio table and chairs that they have in their back yard. He was literally sitting in the dark ranting for about an hour. No one from my family was outside, and I was at work. My mother cracked open the back door to see what the problem was and he started this, "I see you opening that door there, you b. I see you, you white b. You're not going to make us move. I'm in my yard, I can do this and that and you can't do anything about it..." He kept on ranting and she closed the door and called the police. They came out and went in and talked to them for a little while. He came back out and sat in the car for a little while, and I presume was making a report. They're black and we happen to be white, so they're playing the "race card" as to why we "don't like them". We don't like them because they have vicious dogs, they sometimes are out in their yard stumbling around drunk and being a nuisance and they do things on purpose to try to "get back at us" for something that they are the ones in the wrong for. Yes, we do want them to move.

I see this situation getting worse and worse. These neighbors have a history. I saw two previous addresses not far from one another, when I did an online search for them. Their most recent address...they moved from just literally 3 streets away. The lady whose dog got attacked went and talked to some of those people on that street of the previous address. It turns out that these neighbors were over there in that neighborhood causing problems and always going at it with people, too. One of the pit bull dogs was put down after the attack, but the others still bark a lot and violate the barking dog ordinance of our county. We're going to have to file a freaking barking dog ordinance against them in order to get some sleep. We've lived here for 33 years...they've been here for like a month.

What can we do about this situation? This is a rental house. I cannot get ANY information, it seems, about the owner. I went to the courthouse to the real estate records. All that they have on file is a stupid "Freeport Title & Guaranty" as an owner, with a PO Box as a contact address in a nearby city.

For my family's safety, I'm seriously about to get a gun in case this turns even worse. He was screeching so loud tonight that most of the neighborhood probably heard him. It's possible that they may be using drugs or drunk frequently, but that's miserable to live next to.

What can we do about this situation via the law? Or are they really going to let a guy like this keep threatening people and not do anything about it? Can we get some sort of restraining order to force them to move? Is there SOME means somehow that we can use to deal with this situation? I've done all I could. The Freeport place doesn't respond to letters. They have no phone number online. It's almost as if they are some bogus company.

I don't think there is much you can do, other than try to stay out of their way.
Unless they break the law, that is.

You can call the city and ask for the owner's contact info.. record the complaints on video/adio/photos then Get the owner to come view the evidence then they will get a warning , then maybe eviction!!! Good luck I hope they stop the madness!!

try going to your local newspaper office and getting newspapers from the month before they moved in...find the ad they most likely responded to for the place and contact the owner the same way they did.
