To get a clearer idea you would need to check out how hate speech laws are actually enforced in countries, mostly in Europe, which have them. There are not many actual prosecutions, although, obviously many people are saying things which might technically be breaking the law. Generally, for police and prosecuting authorities to consider the trouble and expense of a prosecution to be worthwhile, the hate speech must be in public and likely to incite others to violence or at least 'a breach of the peace'. To give an idea of how it would work, if the Westboro Baptists operated in a country with hate speech laws, they probably wouldn't be prosecuted for saying what they say in their own church or on a website, but would be arrested and prosecuted at funerals.
