yes, it entirely possible that the 15 hrs for some preparers have been met already especially if they have 8 hr seminars available to them plus the possibility of local groups that present creditable seminars, on top of the webinars that are available
as for the test it is based on publ 17 and is 'open book' as I have been told
probably not as extensive as the EA exam but certainly enough to see if the person is qualified to prepare taxes

I know several people who have taken the class and passed on the first try. If you understand what you are doing it is not hard. I am from CA and we are already required to do ceu's.

You are confused. Once you pass the exam to become a registered tax return preparer you have to get 15 hours of continuing education every year to stay registered. We are in the first year so nobody need to have the education yet. If you are a preparer in California or Oregon you already have to do this. A course your would need to pass the exam to begin with would be in the 60-80 hour range. If you took the H&R Block Tax Course or similar training offered by its competitors they will run about that.

Enrolled Agents, attorneys and CPAs who are much higher level practitioners have to complete even more continuing education that basic level RTRPs. As an enrolled agent, my professional society requires 30 hours per year.
