There is a home in my neighbourhood California to be exact that's vacant please help!!!!?

So there is a home that's vacant in my neighbourhood for about 2yrs now, I went to the city to see who owns the land and they gave me the owners name. They have paid the taxes on this vacant property but have not taking care of the home! the home has been vandalize very bad broken windows holes in the wall, graffiti, party's etc. my question is why would the owners pay the taxes on this home but not take care of the home? Myself and husband really like this home I mean it needs tones of work from the plumbing to the walls and construction and please don't get me started on the yard work they can be fined so big! So how should I go about this, should I write the owners a letter saying I want the home and do a rent to own agreement with them or gain Adverse Possession of the home like squatters right any takes on this!!!??

if you've been watching the news since 2008 you would have seen/heard about 6 states being heavily ladened with mortgage foreclosures. Sometimes it takes people up to a year or so to get the bank to help them solve the mortgage problem and others live in their homes for up to five years without paying a cent against their mortgage because their home is upsidedown, they owe more than the home is worth, so in that case some people have simply abandoned their homes and seems this is what has occurred. The city or county is responsible then for the upkeep like cutting the grass so at least the outside is presentable but the bank is then responsible for the inside of the home as it's theirs so there's no need to write the owner (wherever they are) because they know what's happening. If it's a blight on the community then you'd call the city or county (to warn of vagrants, probably bugs and rats that you don't want), and that's all you can do. If the house is in bad disrepair then probably will be demolished by the bank or the city in time.

Remember too that the state of California just went bankrupt and probably don't have funds for anyone to do anything about that house at this time. I'd suggest if you have the money then at least keep your own property well insured.

Adverse possession does not work the way you think it does. People that try it often end up in jail even after spending money to fix up a house.

If you contact the current owners- do not insult them or the house, do not threaten to take their house away from them. You also need to know that if you rent, or rent to own, or lease, or lease to own, or contract for deed, or any of the other ideas that are pretty much the same- if they get the house taken away in foreclosure during your agreement- you lose the home also. Walk away!

They can not rent to own on it, it has to be legally habitable. Just offer to buy it outright. They can sell it, just not rent it to anyone.

You will be arrested if you try to take possession. They have not given up possession at all. There is no stupid law that you have to live in all of your houses.
