Time limit to file a medical malpractice lawsuit in california?

when i was 14 i suffered a blow to the head from a lead gas pipe when i went to the ER the said the 3/4" gash in my head wasnt that severe and sent me to urgent care. i was never given an xray mri etc they stitched me up and that it. im 23 now so its been 9 years but i can feel a dent under my foredhed located on the front of my skull and since the accident ive began to have memory problems as weel as blurred vision even though i had perfect eyesight before. also ive been suffering extreme mood swings and personality changes since and have been placed on multiple medication.frequent headaches and irrational decision making have become bad habit. i honestly believe im suffering from these things due to the injury. so the question is should they have done an xray or something so i would at least know that these mental issues could become a problem and could have been treated much earlier? and if so can i file a lawsuit? im waiting for a response from social security which i was told to file by the state due to these issues. again its been 9 years so i dont know if its too late
