To where can I complain because my college is dishonest?

When I enrolled in my college, Full Sail University, I asked if I could take Photography or Cinematography classes, they said "NO because I am in a writing program and photography and cinematography would be outside my program"; yet all of my classes require me to make videos.
they told me I would be sent ALL the supplies I need to compete my courses, but then they told me to use my video camera to make videos. They will not send me a video camera.
When I asked about my financial aid they told me I would receive two (living expense) checks for x amount, but then they sent me one check for y amount(less)
When I asked for an itemized accounting of all I am charged, they only send me a financial aid statement.
When I ask how much will I owe if I withdraw. they will only tell me after I withdraw.
Some of my lecture materials are WIKIPEDIA articles.
They will not provide direct answers to many questions and I feel I am being misled. To whom can I complain that will take action. I have checked Dept of Ed and not found what I need.
Please give answers that are not just assumptions or guesses or your opinion, or because that was how your school did it, because Full Sail does not operate like a real school. I want actual places that will take action or assist me with forcing Full Sail to full disclosure.
