Our Homeowner Associations By-Laws say, "Co-owners, including husbands and wives, shall be considered one(1) member for voting purposes".

If a husband and wife both serve as trustees on our board are they each allowed to cast a vote?

First, you are asking about two different things.  The intent of your By-Laws is to limit each house to one vote for issues presented to all members of the HOA, like whether to install speed bumps or increase dues.  If they are both elected to the Board as individuals, they will both have a vote that corresponds to their position.  When they vote on issues brought before the Board, they both have a vote.  When they vote on an issue brought to the HOA membership, they vote together as a household.  Does that make sense?

Second, most Associations do not allow a husband and wife to serve on a board together because it gives extra weight to one household.  Check your By-Laws to ensure it's allowed.  Even if it is allowed, I would voice my concern and highly recommend against it.
