Trying To"navigate"through The Federal Courts

Hello Mr Provis,....Currently I have a ADA/Retaliation Civil Complaint against my employer pending in Federal Court.I started my employment on March 23 1977 with a certain state municipality.I have been constantly at odds,with management since the early 1980's,for their unethical employment policies.In 1990 filed a complaint against employer,and Union....and successfully prevailed.In 1995 was brought-up on"manufactured"charges,and the State's OAL Judge found me guilty,and teminated me,...I submitted an Exception to the State's Merit System Protection board,which over-turned the Judge's decision awarding me all medical expenses,back-pay,payments into my pension,and ordered for me to be re-instated in Oct.1998(wasn't allowed to return to work until April 1999,but was forced into a differant department,working more hours for less pay and none of the awards were ever litigated/awarded)Filed with EEOC May 18/19 1999,but was "brought-up"on unrelated charges in July 1999,then terminated in Nov 1999,AFTER EEOC issued a Right-to-Suit letter,which I filed with the Federal Court on Feb.28,2000,...And have been constantly seeking out legal representation since.I came across this American Pro Se Association,and was recomended to an attorney that was the same attorney that failed to litigate the back-pay issue,in april-june 1999.Since I wasn't having much success in retaining an new attorney,I relented and he was retained as my counsel.This was the worst mistakethat I ever made,in my life.Instead of getting/petitioning the Court for Discovery,he constantly and deliberately"stalled"the process.I finally got him to withdraw as my attorney in Oct.2002,and I have been back,trying to secure new,uncorrupted counsel since.The main problem is that the former Mayor of municipality that I filed against,was elected Governor in 2001,and even though 99% of attorneys interviewed aggreed that I have a valid case,..no attorney is willing to come forward,and take-on my civil complaint,in what appears to be fear of putting their legal carreer's in jepordy(it was even suggested that I seek out-of-state counsel,but because of logistics,wouldn't be feasable to concider)I applied for Pro Bono counsel in Feb.2004,but concidering the Magistrate Judge's past decisions,I would have a better chance to start playing the lottery.I filed a Motion to Produce Discovery that the former attorney neglected to do,and was just informed that my Motion was "STRICKEN",.....My question is that I would like to create a website,where others are able to view certain Court documents and evidence,and to "contribute"to fund this legal endeavor,but I'm concerned about libel(even if it's Township documents),....I allready know about the paperwork involved to start-up a non-profit,but in my situation,going"non-profit"wouldn't help,because I've been told that no one can start-up a non-profit,in which they might/would benifit.So I'm looking to just create a website,that fully explains my position,and expose the "dirty-tricks"that have occured,due to the defendant's"political-position"(the Gov's adminisrtation is constantly "racked"with political scandals,so this would be nothing new to this administration's negative ratings from any media outlets)Can I protect myself against libel,if I let the documents speak for themselves?...any helpfull advice/info would be greatly appreciated,...and thank you in advance,.....Thomas R.
