URGENT, please. If a bank does this (in the U.S.) is it violating a law?

An elderly relative in our family has been banking at the same bank since at least four years ago. This account was helped to be set up by a certain institution and not himself or any of his family or relatives, which means that what transcribed then and there we don't know about. Now, after all this time and even though his ID has been expired for years and was so at the time of this bank account being opened, some tellers are insisting that he gets a new ID. His features have not changed, etc. And we have no idea if this has to do with the new regulations put into place after 9-11, which mostly if I remember correctly demanded that non-citizens have their green (Alien residence card) up to date. Whichever is the case since this person is not a U.S. citizen but a completely legal resident for over three decades, he is having problems updating his card because of the high cost Immigration Department is charging precisely since 9-11.

My question is: The bank opened the account with only this EXPIRED ID and with the also already EXPIRED Alien Resident card. Can they keep demanding this? Can they legally do this? On what grounds?

yes they can and on the grounds of the dodd frank banking regulation - thank you democrat representatives

Yes, a bank can require a valid (i.e., non-expired) ID as a condition of performing transactions on the account. This is standard practice among most banks these days due to fraud.
