What are the complete new york laws on riding my dirtbike in the army.?

I am not going to ride it on any streets or sidewalks, i only want to ride it off road on the dirt on private property with the permission of individuals who own that property. if i dont want to register it as an atv does that mean i cannot ride it. do i have to register it, is there more laws added because im in the army. im not going to ride it on post or any military installation. Give me any information possible it could be a deciding factor on wether or not i get an article 15.
