What are the consumer protection laws in Texas?

Im not sure if I'm asking the right questions. But here is my situation. 3 years ago (2009) I met my boyfriend who had several loans through this credit union, in 2010 he fell behind on payments and they would call and harass me about him being late but would not give me the amount owed. So they had him and I sign a document giving me permission to have access to the information (only information!!) on his loans (such as the amount owed) I called this credit union the other day to inquire about a loan. They proceeded to tell me that I had a charged off loan with them for a balance of $273 that was opened in May 2011. I ran my credit report and not only is there a charged off loan with them but there is a "paid off/never late" loan on my credit as well (which would be correct had i actually cosigned for my boyfriend).
Here is my question: I was NEVER on a loan, never signed any paper work to any sort of loan, and I have not been to that bank for almost 2 years so how on earth do i have a charged off loan they gave me in 2011 for $273. My theory is somewhere down the line THEY made a mistake with there calculations and instead of saying "oh our bad, we will take responsibility for this" they pond it off on ME and my boyfriend (its on his credit report too), breaking the Fair Credit Billing Act and also I NEVER received any notice of collection breaking Debt Validation laws.

on another note I sent them a certified letter in the mail disputing the charge off so we will see what happens but i would like to have more knowledge on this process, know if they can even do this sort of thing, and what my options/steps for taking action.
