What can you do against annoyance caused by skateboarders in front of your property?

There are teenagers skateboarding in front of my property for hours on the road in a sub division. The noise is really annoying.

Are they legally allowed to do that?
If so, what would be a legal way to prevent them from doing that? Perhaps having neighbors sign a petition, but where should that petition be forwarded to (commissioner?)

This is a serious issue and I'm sure others will find answers helpful too - so please no guesswork or nonsense responses.

FYI: I have nothing against the sport if it is practiced safely and without annoyance to others, such as areas designed for such activity.
Also, I live in Georgia, Atlanta area (because certain laws exist per-city and per-state).
