What Is Considered Disturbing The Peace In Pennsylvania?

my neighbors children ride thier 4 Wheel ATV's round and round all day long.. the noise and the smell of exhaust are really starting to annoy the the rest of the neighborhood. Summer's coming and we want to be able to sit outside or open our windows on nice days is this considered Disturbing The Peace? Pennsylvania
