Morning sun is not putting out as much "grow power" as the afternoon sun. Full sun plants require a minimum of 6 hours of direct sunlight a day. If you are getting less than that, or if you are getting 6 hours of only morning sun.. yes, consider a tree that requires less direct sun.. though evergreens are ok in partial shade.. and the norway spruce is no exception..
In my opinion, you have a good choice of tree for privacy and shaded areas.. If I were you, I would take a living sample from a dying tree in to your nearest garden center.. they may be able to tell you what is killing them.. Think of a few things here.. Do you have insects on the trees, do you have a thick layer of hard-pan causing water to not sink in to the ground quickly enough, causing flooding? Do you get enough water to the trees to prevent drought? Are you giving proper amounts of Holly tone? If so, get your soil tested.. could be that it has a pH that the tree doesn't like..
