What is the law for aggravated harassment and how does this not apply?

My father got remarried when i was 16 and his wife and her daughter have been contacting me after I said that I did not want any contact with them as well as my father. I first started getting messages, emails, and phone calls from the wife. This is about 2009, 2010ish. She would tell me that she wanted to be in my life, she would get really drunk and call me and my sisters or email us telling us things such as we were going to cause her and my father to get a divorce and all of this b/s. Then she even started sending me messages as if she were my father telling me that she was disappointed in me and things like that. After a while I got really annoyed and called up my father to question him about why he kept bothering me and he told me that he had never seen those emails before (when I found out she was sending them) He then told me that he would take care of it. After that I had not received any messages or anything from the wife. Now recently the daughter has been contacting me via facebook. She first tried to add me and i denied her and simply sent her a message saying that I did not want any contact from her and want nothing to do with her. Since that the conversation has escalated to the point where she keeps contacting me telling me "dont play with fire, im trying my hardest not to flip out on you, i will set aside time to rip you a new @$$ hole, step to me correct, go die somewhere, etc.." At first I was responding to her but did not say anything bad. I went to the police station to see if there was anything I could do and they told me no because she did not threaten me directly and that this was life and I had to deal with it. I then went online and looked up the definition of aggravated harassment and it says no where in it that there has to be direct threats just annoyance or alarm. Can you please help me? Thank you in advance
