Belgium and The Netherlands I would say Belgium(that's where I live).   Belgium has only 10 million of inhabitants, but it is very densily populated. Together with The Netherlands, these is the country with about the highest population density(over 300/km2); in both countries, the crime rate is very low.   Probably there are smaller countries with a lower absolute number of crimes, but I wouldn't consider any country with less than 10 million of inhabitants, or with a very low population density: it's easy to stay out of trouble when there's nobody around       Sources: I live there! I wouldn?t have the faintest idea where to get statistics, but can tell you that Jordan has virtually no street crime.  It?s a cultural thing--the reputation of each member of the(very large) extended family affects one?s ability to find husbands or wives, business partners, etc.  So everyone has something like 3-4,000 cousins providing social enforcement of good behavior.   Visitors are often surprised to find that when they?ve lost their purse, wallet, passport, money, credit cards, jewelry, whatever, it has usually been turned over intact to the local police station.  This happens all the time.  I am particularly bad about hooking my purse on the back of a chair in restaurants or cafes, and then walking off and leaving it.  I have often gone back the next day to be greeted with "oh, we?ve been keeping this for you....."   I think it's especially interesting that shopkeepers here don?t blink twice or suffer the slightest pangs of conscience over charging the unwary traveler 2, 3 or 10 times an item?s value, but they wouldn?t dream of giving you short change or taking one nickel from your bag, if you are careless enough to leave it.  The former is just considered good trading(i.e., "if you?re stupid enough not to know the price, I?m smart enough to take advantage of that") whereas the latter is stealing, which is just NOT the done thing.  Lovely, really.   Women can walk down any street at 3.00 in the morning and not think twice about it.  There are no drive-by shootings, no gangland wars, no carjackings.....it?s a little bit like crawling back into the womb.   Sorry, we DO have heat, but there?s no humidity except at Aqaba on the Red Sea.

New Zealand, by a long chalk. If you want a Western lifestyle the answer is New Zealand, by a long way. It always comes out top in the relevant league tables: criminality, corruption, etc. Obviously you don't make camp in the rougher parts of Auckland(where there is a gang problem) but if you like the outdoor life - and have watched the Lord of the Rings - my guess is that you'd enjoy it.   It used to have a reputation for being twenty years behind the times, but that's changed: the cuisine has been much improved by Asian immigrants, the availability of satellite has made communication much easier(I was there first in 1987 and New Zealand television was a cultural suicide note); highly recommended.
