What should I do to get rid of my notorious neighbours ?

I own a flat of 2BHK near my In law's house which is far away from my ancestral house. we buy it from a local promoter, the building is consisting seven flats. out those seven flats two flats are occupied by the land owners. let me explain by the flat number and the members live in. Flat# 1(Ground floor) Surbrata Das (Bachchu) lives with his step mother, aged 47-48 years. Profession: unemployed and roam around here and there .source of income: His father kept some money and they sold some lands of his father.
Flat #2 his elder brother Prasanta Das. He is handicap. Source of income is same as his brother. Flat number #3 Indrajit Sikdar and Suchandra sikdar most corrupted person on earth . They says they run hotel business at Digha (a sea beach ) they rush to hotels when it is raid.Suchndra his wife is a broker of land and property.she drinks regularly and also addicted to all kinds of intoxication. Flat # 4 where I stay with my family myself, my spouse and our only child of 5 years old. flat # 5 Girish Sing and Kavita Sing inter cast marriage Gisrish Bihari By cast where as kavita is a Marwari(higher in cast) Girl. Flat# 6 Jonh and his family. Christian family Age around 50. Flat #7 Mr. Bhattacharya who doesn't stay here.

I am mentioning the whole facts in some points step by step. please follow.
1) I had good relationship with almost every one specially with Girish Sing and Kavita Sing
2) Girish Sing and Kavita Sing Stared speaking against all other members whenever I used to visit their room or they used to visit ours.
3) Girish and Kavita had great problem with Indrajit and Suchandra sikdar.
4) I found Indrajit and suchandra faulty I support Girish and Kavita.
5) and same time I create a distance from Girish also.
6) To take revenge Girish stared playing a game.
7) he makes all members agreed to open a fund with a deposit of Rs. 5000/- 715 each. and a monthly subscription of Rs. 100/- each.
8) I agreed and continued for 10 months with that fund.
9) there is massive water problem in our building. Indrajit came to me and asked for money for buying a water pump for sucking the corporation water illegally and to fill up the reverser . I agreed and give him money. (But I never touched the pump ) It was decided every member will spend one day to fill the reservoir.
We thought It will take half an our or maximum one hour.
10) But it's taking around 3 hours in a day.
11) since we don't know the mechanism we never touched the device.
12) my wife used to spend time with them cause I did not have so much time on my hand.
13) they did not grant my wife's presence. I demanded me to be there leaving all my works aside.
I4) I withdraw my share from the fund because they say they will buy bat ball and other stuff from the fund's money and picnic etc. It was told that Fund is to be maintained for emergency.
15) they refund the money of pump also.
16) Now they are in group sit on top of the reservoir facing towards the main gate so that when ever we pass across we feel bad and isolated.\
We are really finding this very awkward and depressing. I tried to patch up with them but they are now enjoying this and taken us for granted. ? it's not possible for me to sell the flat because the flat is closed to my in law's house and they look after my child cause my wife is a working lady. I myself alone can't resolve the water problem either. please advice me.
