The answer depends on which state you reside in. Some states (like Massachusetts and California) require that every person in the house over the age of 14 be listed on the insurance policy. So if you drive the car and you are not on the policy you might not be covered for damages and the claim could be denied. And then they would likely cancel the policy for failure to disclose.
If the car only has liability insurance and you cause an accident, this means any damage to your Mom's car would NOT be covered by the liability insurance - only the damage to the other car would be paid for. (If the accident was the other person's fault then the damage to your Mom's car would be paid for by their insurance company once they accepted liability.)
