The difference between China and the US is per capita consumption.

The average US citizen out consumes the average Chinese national by such a significant factor that instituting population control laws would hardly slow the rate of decline.

The west has systemic problems in the terms of infrastructure that is high consumptive intensity.
Until this problem is addressed planned emerging markets will be in a decided advantage.
