Where can I find the Georgia or federal law that says unemployment can not be garnished doing a traverse 10/12?

Most people point to the bankruptcy law, I need the none bankruptcy answer. I can find the code for any state but Georgia. I want the be able to reference the code section when I go to court on 10/12/09 for my traverse. If Georgia does not have a code for it, what is the federal code section. Thanks

Unemployment cannot be garnished to pay delinquent consumer debt. However, back taxes, child support, fines, and delinquent school loans can be garnished.
