b), because laissez faire is the philosophy of "leaving business alone", the thing that least explains this philosophy is the one that involves interfering with business.

Minimum wage and maximum hour laws benefit workers, not businesses, and therefore run counter to laissez-faire, though I should mention laissez-faire is just a BS philosophy rich people made up to justify all the tax breaks businesses get.
