I thought the four rights were:
01.) the right to safety
02.) the right to be informed.
03.) the right to choose.
and
04.) the right to be heard (voice complaints and concerns).

Of your five choices, I would choose C.

Where did you find this nonsense? It seems that our schools are cranking out an army of dummies, unable to count change and totally unaware of even the simplest concepts of civics and common law.

Right means straight up, square, correct, the strong arm, a legal privilege. The common meaning to all those things is strength. You have a right to life, but only if you are strong enough to cling to it. You have a right to the space you occupy, but only if you are strong enough to defend it. You have a right to own property, but only if you can guard it from all attackers. You may obtain the services of a champion to defend your rights, but of course the champion's loyalty might become a concern.

Everything in your list is a privilege, and specifically something that must be performed by someone else. In real life a right is a backward concept: when you say you have a right that means some unspecified person has a responsibility to provide you with something. Who exactly is that person, and why should he go to any effort for you? The answer to that question determines the form of government you have, and it is not any form of government you would be proud of.
