Which window tint laws apply to me?

my parents live in northern virginia and i go to college in florida. i have already been in florida for 3 years and still have my virginia drivers license. My vehicle that i drive is owned by my parents and is registered in virginia. The sun is really intense here in florida and my eyes get strained even when i wear sunglasses. my eyes have always been really good at seeing at night but are blinded by on coming cars. because of this i want to get a window tint exemption. I want to get 35% on my windshield and 20% all around the rest of the car as 35%all around is too dark. virginia states that even with a window tint exemption the tint still cannot be darker than 35%. Florida on the other hand does not have any restrictions that i am aware of when you have a medical exemption. so my question is which state do i register my medical exemption with as im only allowed to see the doctor in virginia. and can i do anything to get off if i get pulled over in virginia? i barely ever drive up their and mostly use my car in florida. Like if i get a florida license will that give me more wiggle room with the virginia police? i really want my eyes to be protected as my career choices have medical certificates since i am a pilot and air traffic controller degree. I also want my car to stay cool since it get really hot down here during the summer.
