In some states, they use driver's license lists. In other states, they use voter registration lists. In some states, they merge them into one big list. And some states leave it to local discretion.     You shouldn't be afraid of it. If you're over 18, a U.S. citizen, reside in the county that summoned you, understand English, have not served on a jury within the last 12 months, haven't been convicted of a felony, are physically and mentally capable of serving, and are either registered to vote, licensed to drive, pay taxes, or received unemployment benefits. (That pretty much covers everybody!)    Each year, a Master File list of potential jurors is created by combining names obtained from four lists. These lists are 1) the list of licensed motor vehicle operators from the Department of Motor Vehicles, 2) the list of electors from each town's Registrar of Voters, 3) the list of taxpayers from the Department of Revenue Services, and 4) the list of individuals who received unemployment compensation from the Department of Labor. Names from the four lists are combined to eliminate duplicate names. From the remaining names, individuals are randomly selected for the Master File from which jurors will be chosen. In Pennsylvania and every oyher state I've lived in the jury panels have been composed of registered voters only.

You've got to be 18 to vote anyway. In the United States, the most common methods of selecting a jury pool are using voter registration lists and driver's license lists.  These are combined into a master list, and jury notices are sent out to all the people on this list on a rotating basis.  19 States use this method.  Most localities also provide that a person cannot be selected to be in a jury pool more than once in a given time period.  In Pennsylvania one cannot be picked for jury duty more than once every three years.
