Why are all Filipinos courts-martialed by military tribunal when the citizens are not in the active military?

Every trial that takes place in the Philippines are judged by military tribunal judges using foreign admiralty maritime law, which does not apply to the sovereign Filipino people who are classified individuals with sovereign titles of emperor and empress.
