The people who do that are other gang members who have crappy home lives and bond with each other over crime. Recently, we had a crime here in the New York area where four nice college kids(minorities) were sitting outside talking and these gang members showed up and killed three of them(one survived to point them out); they were caught.  It turns out that they killed absolute strangers as an initiation to this gang.  No conscience; they deserve to be locked up the rest of their lives. This may sound crazy but is some situations it is true.Some people have no fear of the law.But people do fear the gangs.I don't know if you have seen something like this before.But where i live this is common.People will stand around and watch when the police come looking for someone.But people clear the streets when gangs come looking for someone.Gangs don't ask questions.Police do at least ask questions.Children should be taught to respect the law enforcement.They may need help from an officer one day.But children have to be taught at the same time hanging around people who like to stay in trouble.A few years back the gangs where i use to live at out numbered the police force.Gangs recruit anybody.If you are going into law enforcement they take time to train you.Gangs don't train in a positive way.they just do it.Fear is why.Big difference isn't.
