Why is the new "Pull Over" motor vehicle law violation $764 bail and 3 points?

Tell me, have you ever wondered why 18 wheelers have always moved over when passing ANY vehicle on the shoulder if they could and slowed down if they couldn't move over? It has been the COURTEOUS and SAFE thing to do forever in ALL states. The states have finally (and CA as usual was way behind most of the country in making it law) realized that the only way to make unsafe and discourteous drivers do something safe is to fine them heavily until they learn their lesson. Note: There are signs stating the law on most highways in CA and have been since before the law even passed. Most states have had their signs up for years.

I find it very disturbing how many steering wheel holders do not drive safely and have no regard for others. You notice I call them steering wheel holders, as they are not real drivers. They just point the car and go with no concept of safety. I'd like to see everyone required to retake their driving test every time their license is due for renewal. The roads would be much less crowded and public transportation would be used much more!

another law to make money...here in los angeles they even passed a law that you had to have a license for your bike. You paid a fee then they would issue you sticker that you attached to the frame of your bike.

I guess if the LAPD pulled you over and you didn't have one you could get a ticket. Well someone complained about it and it's been repealed.
