I'll ignore the racist content, just to tell you that there is a complete difference between the statutue of limitations on a lawsuit or even on a criminal act, and the length of time a conviction remains on the record.
ALL convictions remain on your record for life. That's what 'record' means. The time that the courts have to charge you with a crime, or the time in which a victim can sue, are governed by the statute of limitation on that particular act. In some places for some infractions, the statute might only be a year, in other places it might be 7 years, or even 10 years .It usually depends on the severity of the crime. The idea of a statute of limitations is that it is not fair to one accused to defend themselves against charges many years later. Can you defend yourself based on something you are accused of doing 7 years ago? How? I can barely remember where I was living, I certainly can't tell you where I was on the night of Dec 1, 2004, so the law doesn't permit a charge or suit after so long.
All laws, of course, apply to whites as well as everyone else.
