Will me and my friend have our housing register application accepted?

my friend has moved in with me we both now live in a 1 bedroom housing association flat which is to small for our needs we are not related or in a relationship
we had to move in together on medical ground as isolation from living alone has lead both of us to have a severe mental breakdown in which we were both admitted for psyhiatric care

we cant go in to supported housing as my friend is now moving on from supported housing and i do not qulify for it as im not on the right disabilty living allowance band

since living together our mental health has improved dramaticly and our psyciatrists are impressed with our progress in recovery

we can not continue to live in this one bedroom flat forever because we are not in a relationship and need our own bedrooms living in this town is not helping our recovery and someone is smoking recreational ilegal drugs within the building which we can smell and is affecting our health
(drugs have been know to cause mental health paitents to relapse) but the housing assoiation refuse to do anything about the drugs

our doctors have written to the council saying we need a 2 bedroom property thats completely self contained with no communal areas (to avoid the drugs problem arisng again) in an area thats realativly problem free (ie) no asbos drugs addicts yobs.

how likely is it that the council will accept our application
and how long will it take to process cause they have had it 6 working days now and have had no reply

With a shopping list of requirements like that, there's little chance of any council being to help, even if you were anywhere near the top of their priority list (and with no children involved, it is unlikely you are a priority - you have a home, even if it is far from ideal).
