Windows cannot access the specified device, path or file. NO UNBLOCK BUTTON FOUND IN FILE PROPERTIES?

I have a crack file which I obtained when purchasing a game. But despite, running as administrator, I cannot run the crack and I obtain the error message that windows cannot access the specified file etc.. I tried the right click on file, then properties, then security. BUT NO UNBLOCK BUTTON is found. What to do in this case?
