Are there any free boarding colleges or programs in the world?

Is there a college or program internationally where boarding is free? For example I learned you can study Med school in Cuba for free. I seek my undergrad.

With the program, perhaps there is an organization in Africa or Asia that has people internationally involved? You could imagine the possibilities with such an experience.

The military may sound like an option but going to war is a factor.

Note- I was a psychology major but am now interested in environmental science and law If I don't find a free boarding location focused on education I will pursue my studies online one way or another.
