Are there any laws against unnecessary noise?

Okay I'm not talking about just any unnecessary noise, im talking about stomping, day and night. We (as in my family) have been living in this apartment for over 25 years, and in those 25 years, we've always made friends with our neighbors, etc. Recently, about a year ago, this family of 6 moved in above us. Ever since they got there, they've been stomping, dropping things, and just making a bunch of bs noise. We never did have any problem with the person before them, but now, it's nearly impossible to sleep untill after 12. Just the other morning, one of the kids above me dropped what sounded like a bowling ball right over my head, at 5:32am. We have politely asked them to stop, and when they didn't stop, we told the security. They then got mad at the security for bothering THEM.
So recently, we've been wanting to talk with them in private, with the apartment manager. They agreed over the phone, but when we went to talk, they refused at the last minute. And honestly? Ive had it. They even dropped their HAIR on our balcony and plants!! And first of all, we've been here far longer than they have, and I personally refuse to move out. Is there any way to get them evicted? Or charged? Does this count as harrasment? I mean seriously, who drops hair on someone else's balcony? They even made so much noise one morning, that it scared me out of my sleep. This was again, around 6am, on a WEEKEND.

So again, I'm wondering, is there any laws against this? Can they be evicted, kicked out of here, or charged? It's getting highly annoying.

We live in Hawaii by the way.
Oh and another thing, we can tell the person above us is not very... Cooperative. They were saying that since we (both of us families) can deal with this ourselves, and not with the manager, just because he's a African American guy. I don't get it. And I think the manager himself was a bit annoyed when she said that. Honestly? I would be too.

Can anyone help us?

It sounds like they are just noisy people, and you can't do anything about people going about their lives. If it was exceptional, you could raise concerns with the landlord, but nothing will force them to stop walking and going about their lives.

Nope, no laws against that. That's what life is in an apt. You got really lucky with 25 years of quiet.
It's rental, they have just as much right to be there as you. Why would you ask to evict a family of 6? Try being nice, offer to babysit or invite them over.

You live in an apartment, get used to it.
Move into a house in the countryside where there's no neighbors around if it bothers u so much.

Check your lease. When I rented I had something called the "peaceful enjoyment clause". I rented in NJ, but every state should have a similar law. I would speak to your land lord or property management company so they are aware of the situation. Talk to your property manager alone without them if you have to. Then document as much as the harassment as you can. Let the property management company that if either they or security can not control the situation that you will be contacting the police if it persists.

I used to live in an area where alot of unwanted noise went on around me. I think its a general rule that people have to be reasonablly quiet after 10 on weekdays and after 12 on weekends. If say security goes to check it and they start to make noise after they leave then call them back. If that's not working then call the police. Yes, you may seem like you are being a pain in the butt, but the squeaky wheel gets the oil. Sooner or later chances are these people will tire of their games or move out.
