Dear Sir:

A tenant did a lot of damages to an apartment, beyond wear and tear.

The owner of the apartment is in the construction business and has his own company with workers whom he pays a salary.

Suppose the owner makes the repairs of the damages by giving the tasks to his employed workers, can he deduct the costs for the repairs from the security deposit?

I think, yes, since he has to pay his workers for the repairs.

Yes.  The security deposit can be used to pay for repairs and it doesn't stipulate or mandate who can/can not complete the repairs.  He can do the work by himself or with his crew and charge it to the tenant just like any other contractor would.
