California laws on roommate?

Hello, I have a roommate that moved into my apartment 2 1/2 years ago. I had this apartment for going on 4 years. He had to get on the month to month lease with me to be able to stay here. We had agreed that all bills were to be split in half, including the deposit which I paid $1000, and finally keep a clean house. After the first 6 months he started paying his portion on all his bills late for an entire year, so we had a verbal agreement for him to move out. He started paying rent on time for the past 7 months since that talk and he will not move. He moved his girlfriend in without even asking me and if management finds out I could get a written notice, smokes weed that smells the entire house, he never gave me half of the deposit and damaging the apartment not by wear and tear, and continues to act very disrespectful and is not clean. So I'm I the master tenant and what can I do in the state of California...

You could get a different place and leave his butt there, I've done it.

You are not the master tenant if his name is on the lease. lesson 1
You should have gotten a security deposit from him. lesson 2
he moved his girlfriend in. You can report her to the landlord. How he deals with this is up to him. lesson 3
He is doing drugs. You all could be evicted for that. The landlord will decide. lesson 4
Your best bet is give your 30 day notice and move out.
