let's say a person is licensed to practice law in NJ, can he/she open up his/her own practice (e.g. immigration, bankruptcy) in State of NY as long as he/she is not practicing State law?

Don't think so. But getting a license from NJ to NY is minor. if you open a law office in any state you must be licensed to practice in that state.

All states regulate the practice of law inside their borders. Some states (but not all) have "reciprocal agreements" that allow an attorney licensed in one state to practice in another without going through a separate licensing process.

I highly doubt it. State bar exams and licenses exist for reasons. Laws vary state to state. Also, isn't this something that you should have learned early on in law school?
