Anyone can sue anybody for anything. Can they win? That is the real question.
You can recover veterinary expenses if you can prove that the other party caused injuries to your dog.
You can't claim pain and suffering for your dog.
If something is the truth, or generally believed to be the truth, it is not slander. And again, you can recover any money for your dog's suffering.

You need a loss in order to win a lawsuit. That loss can not exceed the value of the dog, and used dogs are not worth that much. In the event your dog is making you money you will need to prove that it was and the incident led to a loss.

No, you cannot sue him unless you experienced a loss (e.g. money to pay for resulting medical treatment for the dog or if your dog died). However, depending on your local laws, you might be able to press charges for animal cruelty. But even then, your chances would be slim of succeeding at that.

No you report them to the humane society and they make his life miserable. Have you ever read the animal care laws in the UK? I've only read a few news reports but pets seem to get better care than children over there.
