My husband was convicted in 2004 of three things.  Conspiracy, Possession, and possession by misrepresentation.  He was always a hunter and was wondering if he will ever be able to hunt again and if so how does he go about it.  Also is Bow hunting considered in this.  We live in Pennsylvania.  He is no longer on Probation he just came off last week

ANSWER: Possession of what?  Pa. has strict laws against all drug possessions.  Also you never stated if it was a Federal or local conviction.  If it's federal forget about it.  A bow is considered a weapon.  If it's a local conviction he may be able to receive a full restoration of rights.  Click in Pa. restoration of rights and see what comes up.  Good Luck.

It was possesion on a Controlled Substance.  Also It was a Local Conviction I Think.  Whats the difference between Local and federal.

ANSWER: The difference between local and Federal is with a local or State conviction you serve time in that State under a State Prison.  Federal conviction you are serving time under the Government and can be in Prison anywhere in the country.  With a Federal conviction you must seek Restoration of Rights from the Federal Government or President.  Firearm Restoration of Rights must come from ATF.  They will not do it.

It was a local conviction.  Now how do i go about this.  I looked online and got ne where.  Also did you say he could not go bow hunting?  If not Why it is not a firearm?

In the State of Pa. you must return to the court which you were convicted and let them know your situation. They will then point you in the correct direction.  Pa. Restoration of Rights are not done by mail or online.  

Some states issue Weapons and Firearm Permits that is why a bow may be illegal, Also felons without their rights restored can't carry a knife let alone a bow.  If he wanted to he can also apply for a Florida Restoration of Rights just say that you are relocating there in the future,  You can download that application online.  This way if you receive it which will take about a year you will be able to apply for a Florida non-resident or Virginia non-resident pistol permit which has reciprocity in Pa. Go to Florida restoration of rights or Executive Clemency.  Did you try typing in Pennsylvania Executive Clemency.
