We don't like damaging property. My guess is they had to force entry and the window probably got broken if they threw a destraction device inside. Are you sure the police broke the window and not the suspects?

In my expierience I have found small landlords such as yourself will file claims against the city hoping we will pay for damages. If your tenant has no money then they have no business renting from you.

You need to check and make sure the LEOs did not fire tear gas into your apartment. If they did you have an obligation to decontaminate your apartment before it is ok to habit it again. The dept will assist you with decontamination if they used tear gas.
