Can US Treasury garnish personal injury settlement?

If I receive a check from my lawyer for a personal injury settlement, in the state of Florida.. and I do not deposit the check in any bank account, but just cash it, can it be garnished some how? Starting this year, the treasury started garnishing my wages for a debt in the amount of $15,000 that I owe the treasury (NOT THE IRS). I understand that if I open a bank account they can take it, but can they still garnish it from the check I would receive from my lawyer some how?
