Can you be ticketed if you weren't pulled over?

okay I am probably just paranoid. I was driving home and was speeding a little, no more than the guy I was following. In the oncoming lane an police vehicle was passing me, I saw yellow flashing lights. I hit the intersection and drove home. I live just off that intersection. I wasn't sure what to make of the situation.

If he did not pull you over then why worry

yes, if their a speed camera system on the hwy , But if the the cop just flash his caution lights for you to slow down , then you should be ok , their no way he could know your license plate number

The police can technically do this if they want to; if they get your plates they can mail the ticket to you later. However, in general they would try and pull you over there and then, rather than do this.
