Can you just put any venue in a contract?

I am renting an apartment in Texas, and the contract says "this contract shall be governed by the laws of the state of Texas, without regard to its conflict of law provisions, however all claims arising from this contract shall be heard in state and federal courts located in San Francisco County, California". Apparently the company that manages the property is based in San Francisco. Is this legal?

No. You do not live in San Francisco so your safe. Seems like you could be renting an illegal suit.
