Can a company intercept state or federal refunds to collect debts owed?

No, at least not until you receive them.

I'm assuming you're talking about tax refunds. Federal tax refunds cannot be garnished, but once the money is in your bank account, it's fair game. Whether a state tax refund can be garnished is a matter of state law, and I'm not in your state.
