Greatly reduce them: very very significantly Pres Cheney left the US wide open to the 911 terrorists.

If ONE agency had done its job, the FAA, the terrorists would not have been able to take flight training;

Then there was Immigration letting them overstay visas;

And where was the FBI & CIA, etc etc?
