Yes.
Child labor laws apply to all children in the US. However, child labor laws are not always enforced, and if somebody is willing to hire people who do not have permission to work in the United States, that person is more likely to also be willing to ignore other labor laws.

Citizenship or legal status of the individual does not affect the law of the land.

yes, of course. and they also apply to illegal immigrants.

Child labor laws are state laws regulating employment of minor children. Minor children must obtain state work permits, and the only way to get then are to be a US citizen or legal permanent resident. Minor children are not eligible for any sort of employment visa, and you must prove you are authorized to work in the US to get a state permit. Therefore, citizens & LPRs only - they are authorized to work and never need any employment visa.
