Police officers "have the right" to give a speeding ticket under almost any circumstance. For it to stick, they have to have a radar reading to back it up or physical evidence that you were driving too fast for conditions. It's not something that requires an officers eye-witness report. The headlight will not be a factor. It has nothing to do with the ticket.

Yes they can give you a speeding ticket if they have a headlight out. They can also give you a speeding ticket if they aren't wearing their hat. They can also give you a speeding ticket after go get to your own driveway.
