Generally it is an apartment rule to keep the apartment complex from looking like the home of Bozo the clown, or a person with no teeth. It lowers the value of the apartment when their is not a consistent color of blinds and shades. And think about it if you own an apartment building would you want to rent to someone who can not afford curtains, or who already wants to break your rules. Some city building with reflective glass may not have this requirement when you are above a certain floor, but keep in mind the reflective value disappears at night when the lights are on.

There are no laws regulating that but most places have them.
