~~Every employer must carry WC insurance on every employee they have in California. There are no exceptions. The only ones who can not be covered under WC are the owners of the business.~~

CA has short term disability for most employees for up to a year. Health insurance is offered by larger companies even for part time bank employees. It isn't a requirement. Workman's Compensation is not a legal requirement for all companies especially smaller ones in certain industries. If you work for a large national company you will have a better chance of having insurance.

All employers must provide WC coverage. Not health insurance, however.

No. There are a (very) few exceptions. If you go to the CA Workers Comp website, they are listed there.
