Does this mean I could download from Youtube?

So if you go to the RIAA website: http://riaa.com/physicalpiracy.php?content_selector=piracy_online_the_law

Then you scroll down to Internet Copying, it says "Visit our list of Legal Music Sites or Music United for a list of a number legal and safe sites where permission is granted and content is available for downloading"
Then when you click on that, it contains Youtube too.
Does that mean I could download from Youtube to mp3. Like turn youtube videos to MP3 files for my own enjoyment and entertainment. I mean it's already on there, someone else has uploaded it on there in a public site, no copyright corporate is shutting the video down. Does this mean I can still download it?

They depends. There is a much easier way. I assume you are an IPod touch user. If so follow these steps
1. Turn on your iPod and open safari
2. Turn on your computer with out plugging in your iPod
3. Go to the app store on your iPod and type in "music downloaded pro" the icon looks blue and it has a down arrow with a music note in it. Below the note says pro
4. After downloading ignore the stuff on the homepage and go straight to google which is in the too right corner and search YouTube to mp3.
5. Go on safari on your computer and type in YouTube
6. Find the song you want to download and write the link on a piece of paper.
7. On your iPod open the YouTube to mp3 website and type in the bar the link you wrote
8. Click convert and it will say processing.
9. The word download will come below a picture of the video and click on that
10. You will notice a number 1 at the bottom of the screen. Once that goes away click on the word files in the bottom right and you will see your mp3

That was confusing but I hope I could helP

No, that is not what it means. Just because there might be SOME web pages at YouTube that contain authorized music under the RIAA licenses, it certainly does NOT mean that all pages at YouTube contain properly licensed music. Downloading (or even streaming) from an unauthorized copy is illegal and you would now be in possession of an illegal copy yourself. If you have a large collection, worthy of anyone's chagrin, you may be subject to various penalties.

For example, a Minnesota housewife downloaded 24 songs to her computer using KaZaa and then allowed others to download copies from hers. She was sued in federal court and (last I heard) had been ordered to pay about $50,000 in damages to the record companies.
